The examples you gave for the USA range from $12- $73.
At a guess, using the USPS rate card, Priority Mail to Canada is priced at about $50-$64. depending on whether the shoes fit in a medium or a large box.
If we go with Package, rates range from $40-50. (using your own box)
And if we go with First Class International Package we're looking at $26.25.
Hmm- when I did that, it took two tries to get the FCIP rate to turn up. It's always at the bottom of the list and then only if you choose Shape and Size, hard to find.
At least three of the sellers on your list are putting the cost of shipping into the asking price of the item.
This is pretty normal, I do the same on most of my listings. It's called Free Shipping if we hide all the shipping costs in the asking price.
Only two seem to be charging the whole cost of shipping*.
I suspect the Italian either is hiding almost all the shipping cost in the asking price or doesn't often ship overseas or is actually shipping from China**. The Israeli could be hiding it or using Surface Shipping which is cheap but very slow.

Yes, but the principle is the same. Canada Post rate cards are just easier to use than USPS.
The cost of shipping depends on the dimensions, weight, location/destination, and most importantly, the service used.
*Based on a three pound package shipped from California to BC.
** Which is not allowed btw. The location means the location of the item not of the seller.
