Global shipping higher import charges after best offer

Just curious why the GSP Program import charge is higher after I have made a best offer.

Looking at a laptop 299.99 plus 34.39 shipping plus 21.08 Import charge.

After best offer of 250.00 is made, the shipping cost is the same, but the import charge jumps to 45.68.  

Makes absolutely no sense, unless I'm missing something?

Sorry, I did not see a few other threads regarding the issue.  Seems the issue "MIGHT" correct itself at checkout.  Not sure I want to take a 25.00 USD gamble.  Come on Ebay, sort this out.
