How come when I select from Canada only I am faced with a multitude of international sellers?

I don't really know if this is the right place to ask but how come when I select the option "Canada only" I am faced with so many international sellers? The one and only reason why I request "Canada only" is so I'am not faced with the often times ridiculous international shipping and duty fees which can sometime be more than the actual cost of the item. I have noticed this issue about "Canada only" with more than one product, anybody have any ideas?

In the panel at left, a search result page gives you these choices:

Item Location

eBay Canada

Canada Only

North America

Worldwide

You need to select CANADA ONLY (NOT eBay Canada)

It looks like the OP is on ebay canada and chooses "Canada only" like you said but still got international seller,I do get that also  when the item I'm looking for is not sold by any Canadian seller,that's when ebay directs you to the international sellers.
