I'm planning on buying a $48.68 CAD Nintendo Famicom Disk System from Japan.
Shipping is free.
Also personally I don't know how to determine via the Canadian Customs.

Canada and Japan have a free trade agreement. Both belong to the TPP.

There may still be sales taxes.

Items sent through the postal system (especially when valued under $100) often do not get assessed at all so there may not be any charge. If they assess it they will charge gst/hst plus a $10 brokerage fee. They may also charge duty....the percentage can vary depending on the item.

You may want to confirm what method the seller uses for shipping prior to purchase. Some Japanese sellers use DHL and customs processing fees/taxes could apply.

Hit and miss. You may get dinged. You may not. Your friend did. But I am quite sure others, on that same day, same item value, did not.

Not so much the hit and miss as the TPP Free Trade Agreement with Japan (and 11 other Pacific Rim countries).
https://www.international.gc.ca/trade-commerce/trade-agreements-accords-commerciaux
You may be thinking of the CBSA practice of ignoring low value imports when our duty-free allowance was only $20.
That changed last July.
