I got refunds from seller already, how can I get the import charges back? Thanks a lot.

No.
The Global Shipping Program is a Seller Protection which has little to benefit buyers.
You can't get those import fees back because technically you did not pay duty or sales tax.
You paid GSP a fee which was enough for GSP/Pitney Bowes to pay the duty and sales taxes on your behalf.
But because GSp/PB actually paid them, any refund goes to GSP/PB.
Poot.
You could try contacting Pitney Bowes and explaining your problem.

It might also help to frame this as PB's problem since apparently they allowed counterfeit shoes to be exported, which is illegal.
They may want to, for example, refuse to accept contracts with that seller.
However, your main interest would be getting back the duty and sales taxes.
Be polite.
Don't be afraid to ask for a supervisor if the clerk can't help you.

Hi @cxu9190 - the easiest way to make that request is to contact Customer Support.
My preferred method to contact CS is via social media (Twitter or Facebook).
If you send them a private message with your registered email address, first and last name on file and Post code as well as the item number involved and a brief rundown of your request they can work on helping you!

Usually, when you open a return request, everything you paid for gets refunded if the seller chose to refund. Did you open a return request?

The problem seems to have been that the refund was directly from the seller, without eBay/GSP asked to step in.
