I returned an item and the refund was canceled

I bought a pair of sneakers on July 11th. I paid US$764.95 for it and US$200.42 for import duty.

 

The sneakers were counterfeit and I returned it. The seller agreed and sent the refund to me on Aug 17th. I thought that was it, but a few days later, the status of this refund transaction turned to "canceled - refund" and the amount US$764.95 was crossed out.

 

Meanwhile, I received the refund of import duty and saw it in my Amex card transaction.

 

I contacted the seller and he said he has no idea about the cancel refund. 

 

I appealed and here's the appeal outcome.

 

They refunded US$200.42 to me which is only the import duty. 

 

 

The return case is now closed. What shall I do now?

Note-- the seller never saw the import fees and since they were returned by GSP (not the seller or eBay) those are not part of this Dispute, only the payment and shipping.

 

You are also covered by Paypal and by the credit card you use to back your PP account.

 

The PP Resolution Centre is at the top of your PP account page under Tools.

The Dispute again is Not As Described.

And again you will be told to Contact the Seller, but you already have and he seems to have scammed you again, so don't bother.

Ask PP to step in and Escalate to a Claim.

PP required the buyer to prove return delivery to the seller, so I hope you still have the tracking information that shows the return.

When you show proof of delivery with tracking and Signature Confirmation (because of the high value of the sneakers) you will be refunded.

 

PP has a Dispute window of 180 days from payment. Many sketchey sellers do not know this.

 

If the PP dispute does not work out, you can go to the 1-800 Customer Service number on the back of your credit card, and ask about a chargeback. Card policies differ, but again only the selling price and shipping price are in dispute here and you may need to provide proof of return.

I don't know how a seller could cancel the payment so I wonder if they were paying with an echeque and it bounced.  But if you paid with your Amex card the credit for that amount would show up there...perhaps double check with Amex to make sure that there isn't a credit  pending on your credit card.
