The seller closed the return request and did not reimburse the cost of returning the item to the buyer of $13.40?
I want to ask ebay:
1. Why did the seller ask me ( buyer )to buy a label to return the item for him in the amount of ($ 13.40), and he tells me that he is responsible for the costs of returning the item to him? Upon receiving the item, the return request is closed and I will not be reimbursed for the costs (buyer ) $13.40? Why ?
2. Several times I asked eBay to intervene and help solve my problem with the seller? Once with Nazarino, and he gave me a period within 24 hours, and he returned the amount to me $13.40? And after 24 hours I did not receive the charges? I also called three days ago on eBay and asked for help and intervention to solve my problem with the seller, and I was also given 72 hours, and this 72 hours also ended? And no one reimbursed me for the $13.40?
3. Why did eBay not take action against this seller ? Does ebay know the seller was responsible for the costs of shipping and returning the item? And upon receiving the item, the seller closed the return request without reimbursing me(buyer ) the costs of $13.40? And eBay knows that the seller did this thing and kept quiet? Why ?
4. If eBay does not defend for the buyers and takes its right from the seller, we do not have any confidence in the future to deal with eBay again?

You bought the Thing and you want to return it for a refund.
Did you open a formal Dispute, or did you only Contact the Seller or a phone clerk?
What was the reason for the return?
If the Thing was advertised as red but it was blue, that is a Not As Described dispute and the seller is required to provide return shipping.
If the Thing was advertised as red, and you wanted ruby but the Thing was actually scarlet, that is a Buyer Remorse dispute and the buyer pays for return shipping .
All the other stuff is unimportant.

Are you and the seller both in the United States as your feedback profile page suggests? Interesting how you found your way to the Canadian discussion boards if that's the case.
