The item wasn't sent by Canada Post so they wouldn't be the ones to contact.If it had been sent through Canada Post, the sender is always the one who has to file the claim.
I see that the item was sent with the global shipping program....did they give you a tracking number? If you go to your 'my ebay' and then your purchases, you may see a tracking number beside the item. If you click on that number it should take you to the tracking site and show you where your package is. If you don't have that, go to the resolution center in ebay and file an item not received claim. They might direct you to Paypal which means you have to file a claim through them.

Tracking said it was delivered I opened a claim with PayPal PayPal closed the claim and did nothing about the suspicious pitney bowes charge for $24 when shipping was supposed to be $11.60.

When I ordered two other items from EBay last year they were left on my front porch in medium sized boxes anyone could have walked up and taken them no knock on the door no one bothered to ring the doorbell....

There really isn't much that Paypal can do if the tracking shows delivery. The tracking showed that it was Canada Post that delivered it?
As far as the $24, I don't know why you would be charged that. If you look at the listing there is an import charge of $6.93....much less than $24. If I were you I would phone ebay and its possible that they will give you a courtesy refund. Also ask them about the $24.

The American seller is supposed to contact the shipper they used -- in this case eBay's Global Shipping Program people.

Canada post forwarded a letter from the CRC telling me the sender must file the claim ie EBay/Pitney Bowes inc and of course they don't make it easy to contact them and have not contacted me about this forum post.

Called Ebay they directed me to paypal paypal told me to create a dispute with the bank and that they would "help get the funds from the bank account" seller refuses to file a claim with Canada Post claiming it's E Bay's job E bay support claims he is the sender.

Open up a Paypal dispute, or do a chargeback on your credit card (if paid by cc)

The Global Shipping Program gives the seller a tiny discount on his shipping fees, and some protection from spurious claims of non-delivery.
However, from the buyer's point of view, shipping is slower, since the item has to travel to a central shipping depot before going on to the buyer and Pitney Bowes which runs the program for eBay charges the buyer a substantial fee, which is basically a customs brokerage fee. This fee however is disclosed before you purchase.
Since the item has not been delivered, and since PP has denied your claim, go to the credit card you use to back your PP account and start a chargeback. The customer service number is on your card. Have all your transaction information handy for the clerk.
You can also leave appropriate feedback for the seller. The most effective feedback is calm and factual. (Global Shipping Program doubled shipping cost.Item never received.) You have up to 60 days to leave feedback. At the same time, you can leave Detailed Seller Ratings. Two of the Ratings are for Shipping Cost and for Communication. The lowest Rating is ONE. (No rating is a free pass.) If a seller's ratings drop below 4.3 his ability to list and sell on eBay is restricted.
In the matter of the missing parcels, contact the Postmaster at your local Post Office. (Not the postal outlet in the drugstore). Request that no parcels be left on your porch. The postie should only leave Delivery Notices and you can pick up at the postal outlet or Post Office. There should be no charge for this. Be sure the PostMaster understands that they problem is theft. They are touchy about that. And again, the PostMaster, not a counter clerk.

You're right. According to the following information a seller is still supposed to be the one that deals with a problem even if GSP has been used.

tyler- if you haven't already read that page you should just so you have an idea how the global shipping program works. You might also want to pass that link on the seller showing that even if gsp is used, the seller still is the contact for any problems.
I do know that in some cases, if an item is insured, the originating shipping company will still pay a claim even though the package shows as delivered. But it has to be the sender (in this case ebay or Pitney Bowes) who contacts the originating shipping company
But, it doesn't sound like you are getting very far with the seller or ebay so I suggest that you directly contact one of the reps at ebay Canada who may be more willing to look into it for you. His email is Kalvin@ebay.com
