bought a bike in august from seller (be aware- scam), paid in full, seller never shipped it, contacted seller after delivery period was over end of october, they made lots of excuses and promises, didn't ship the bike then as promised, then seller promised refund, they didn't refund, I don't know how to contact eBay as all help and resolution links always end in loops which links one has tried before. There seems to be no real interest from eBay to resolve cleary fraudulent issues

File for PayPal Purchase Protection in your PayPal account.
PayPal offers a 180 day window for coverage of items that are not as described or not received.

EBay protects you for 30 days after the last estimated date for delivery.
That has passed.
Go to your Paypal account.
The PP Resolution Centre is a the top of your account page under Tools.
Open an Item Not Received Dispute.
Ask PP to step in and Escalate to a Claim.
If the seller cannot prove Delivery( not shipping, delivery) you will be refunded.
In future- all you want from a seller when the item is late is the date of shipping , the service used and a tracking number that shows the shipment is in Canada.

Good point.
In addition to your eBay Money Back Guarantee, which is good for 30 days from the last estimated date for delivery, you are also covered by Paypal's Buyer Protection which is good for 180 days from payment.
Start with eBay and move to Paypal if you are past the eBay deadline.
