was due may 8 2019. seller no longer on ebay, There was a tracking # but now disappeared. tried to open request, says ebay page not found.

EBay stupidly takes down the listing when a seller is NARU (Not A Registered User) but it remains on your Paypal account.
You can find the transaction number there.
Start with the eBay Resolution Centre at the bottom of this page, but don't bother with the suggestion that you Contact the Seller.
(Usually if this was a "difference of opinion" dispute, contacting the seller makes the whole process smoother. But not with frauds.)
Ask eBay to step in and Escalate to a Claim.
If the seller cannot prove delivery (not shipping , delivery) you will be refunded.
If that doesn't work, Paypal is your backup. They allow Disputes for 180 days from payment.
The PP Resolution Centre is at the top of your PP account page under Tools.
The system is basically the same.
BTW- since the item was not due for another week, you may find both eBay and PP won't start the clock until May 8. Again, don't panic.
Sometimes the NARU seller actually has sent something. Sometimes.
State in your Dispute that the seller is Not A Registered User. This usually moves things faster.
