To make story short, i did a purchase from a US seller through the GSP and never received the item. In shipping detail page it says delivered but when I click another tracking number start with a # in the same page, it redriect me to a USPS tracking page shows my item was send back to seller for incorrect address. I opened up a case but eBay replied me that I can not receive a refund since the item was "delivered". I paid 80 dollars for a product I dont even receive. What can I do? Please help.

All I can add is that the item will never get back to the seller. It may get back to the Kentucky depot and be placed on the undeliverable pile. In theory this should mean an automatic refund but with the duff address red herring who knows?

I agree that human intervention is needed and PB probably offers the best service for this. Other threads notablythe mega GSP threads have a selection of contact options for PB.

Heck, even sellers are hardly aware of their existence and/or the role they play in the transaction.

Why would a buyer even think about contacting P-B?

Obviously: Call eBay and ask for a GSP specialist. If eBay for some reason sees fit to connect the buyer with P.B. they can transfer the call and/or arrange a conference call.

In addition, in reality the seller is the one who should be putting time and energy to fixing the problem; Not the buyer.

The GSP is very effective at buffering sellers from issues that it almost seems as if the seller isn't even in the loop in this case.

Pfft. My third order placed using GSP ALSO ARRIVED WRECKED like the previous two (don't get me started) and the seller who did a poor job packing DID NOT CARE WHATSOEVER. She was 100 per cent pleased to allow the GSP to take the blame. Should they have repacked it? Yes. But she started the job of providing poor service.

I've purchased numerous items via the GSP.

A very high percentage of their packages arrive mangled. It's at the point where I can spot a GSP shipment before I even pick it up.

I don't know. Probably both. Since the GSP buffers sellers from almost all issues it appeals to the dregs.

Some are good sellers, but it's also clear that a large proportion of GSP sellers don't have a buyer's best interests at heart.

I mean look at this situation. Somewhere down the line someone got the buyer's address wrong and now the buyer is forced to clean up the mess when that should fall to anyone but the buyer.

That's a large part of what irked me about my box of items arriving damaged. The seller didn't care, and had no advice to provide in terms of what to do as a buyer. He or she said, 'I'm sorry, but it's not my problem to fix. The GSP handled it and that's part of the reason I use them for international shipments. My responsibility ends when they take possession of the parcel."

I am so sorry you are having so much trouble with this but everyone here is doing their level best to help sort it out. That GSP is always an enigma and just when it seems to be improving, something awful seems to happen to make people wary of it again.

Couldn't disagree more. Buyers enter an agreement with Pitney Bowes in order to allow PB to forward the item, pay taxes and duty on their behalf and to repay Pitney Bowes for its services, such as they are. Buyers do have a lot to do with the GSP, unfortunately.

Given that PB relieves the seller of any responsibility for the item once it reaches the Global Shipping Center in Kentucky, it only makes sense that a buyer should contact PB in the event of something going amiss between Kentucky and the buyer's location. After all, any sort of refund in the case of an item that goes AWOL or gets damaged while PB is responsible for it will be coming out of PB's (or its insurers') pockets.

Risk and responsibility can't be completely eliminated in an eBay sale, only shifted between the parties involved. I'm not saying I necessarily support all this weight being put in buyers' laps in a GSP transaction, but this is how the set-up currently works, warts and all. PB and eBay, of course, could help lessen the burden on buyers by making the GSP's problem resolution process more transparent. For some reason they don't.

Thank you guys all for helping. I have called eBay customer service at least 5 times since this happened, and they all told me they can not locate the item right now or give my money back for some XXXX reasons despite their Money Back Guarantee promised buyers to have their money back if they don't receive their items.

On my last call with one of their customer service staffs I was told they have passed this case to their legitimate team and they will respond me within 72 hours to discuss either a refund or a reship. It is been 24 hours now and I haven't received any news. This is turning into a fraud to me, and I don't think I will receive anything in 72 hours because I can feel it from their attitude. Really disappointed with eBay right now. A big international company should not treat their customer this way.

If nothing happened in next 2 days. I am asking PayPal to dispute my payment to eBay. Hoping they can help me.

Anyway, thank you guys again for helping. You guys let me see there are still a lota people with warm hearts in this world besides its deep dark side.

(PS: tracking page is uploaded below, it is clear that the item arrived in my city and then got shipped back to their GSC in Kentucky.)

How can it say both 'delivered' in Canada AND 'incorrect address' one minute later? That stinks of a carrier error. Have you shown them your proof the address is valid? Keep calling until you get your money back.

I have doubts this has anything to do with the Global Shipping Program or Pitney Bowes. That track history is illogical. I'd call Canada Post to ask them to explain. As the receipient of the parcel, you cannot open a ticket for this (only the sender may) but you can call CPC's 1-800-number to ask them what it means and explain the trouble it has caused you. Then you have that information in your **bleep**nal the next time you speak to eBay. Don't take no for an answer.

Allow me to spell it incorrectly: arsnal.

Once you have some background information from
CPC as to how the lettecarrier could scan something as simultaneously delivered and undelivered, you'll have that information in your 'arsnal' to share with eBay.

It's a legitimate word.
