In Canada is a seller required to send a prepaid shipping label to a customer, if the items are defective and do not work. Second question does this shipping label have to also be a traceable shipping option. I know the rules in the USA but wondered what they were here in Canada for Canadian buyers and sellers.

Yes.
The seller of a Not As Described item is required to send the return postage.
If the seller is in the USA or Australia (and possibly other countries) she can send a Return Shipping Label.
If the label is not used , eventually the seller gets her money back for it.
The buyer loses the Dispute if the item cannot be proved to be returned.
If the seller cannot send Return Shipping Label, she can send return postage using Paypal's Send Money service.
If the customer does not use the money to buy a shipping label, the seller can open a Not Received dispute with Paypal. (Which is complicated and a pain in the bum, but worth pursuing.)
The shipping must be trackable, which is expensive, but both eBay and Paypal require Proof of Delivery* or the dispute fails.

Thank you so much for your response. Is there any reason a Canadian seller can not send a return shipping label to a fellow Canadian buyer? That you know of?

A Canada based seller can make Canada Post labels for return through Shippo (ebay's current shipping manager) for a Canada based buyer.
The label will be a PDF that the buyer will need to print out.

This assumes the buyer is returning the same size parcel.

The rules on that are the same for sellers on ebay.ca as everywhere else. This is the reason ebay aligned all ebays with the MoneyBak Guarantee, it applied to all sites equally.

I would as the seller insist the buyer use the same packaging to return my item as which I sent it. So that I know I will receive it in saleable condition. Assuming it's not defective in which case I would still want an item undamaged in return transit to examine and assess.
