Don't cruise Ebay firing off offers of 20% of asking in the hopes that some sap will give in an let you have it. Most sellers put up items at prices close to what the selling price should be so going below 80% on an offer really is a waste of their time.

Offers that come through Messages can be accepted, rejected or ignored. Some sellers Block customers who make offers if there is no Best Offer on the listing.
Best Offer allows the seller to set automatic Accept/Reject parameters.
Automatic Rejections get a polite message from eBay encouraging them to try again.
Automatic Acceptances just show up as sales.

As a buyer I thought it was an interesting way to haggle with the seller. As to the topic someone already mentioned that you can ignore, reject or even counter-offer if you decide to use that function. What is annoying is when sellers offer it and don't even bother replying - hey sellers if you offer this option it means you want to haggle and get rid of the item at a price that is good for both parties especially if you have already included automatic rejection for minimum prices to save yourself that problem of low prices. So, if the offer is accepted (above the minimum) kindly answer the offer with something rather than leaving someone hanging.
