I'm not even sure if this is the right place for this issue. I've found the resolution center not very helpful in y case. I hate these automated systems where you can never find the proper category you need. Here's my problem I bough memory chips from a seller, they didn't work. I sent them back for a replacement or refund. I preferred a replacement. I got in touch with the company and they agreed to replace. But now instead of just sending the order they want me to place another order through them and they will bundle my previous one with it. They haven't actually inspired any confidence in me to purchase anything else from them. So, how do I handle this?

There is no reason to think the new Things will be any better than the originals.
And your seller sounds very very sketchey.
Bite the bullet and open the Not As Described Dispute. The bots are better than the humans.

Did you use tracking when you returned the bad Things?
If you did not, you won't win any Dispute, with eBay or Paypal.
They demand proof of return delivery before they will refund.
If you did not use tracking, you might try your credit card, the one you back your PP account with. Some will accept your proof of payment as acceptable, but policies differ.
And most cards use human beings to deal with chargebacks so there's that.

i hope you sent them back with tracking, and the seller paid for it, i hope you opened an item not as described case before you returned them, ??

Be very careful when ordering items from China, their item may defective or far out of standard. The sellers most likely offer replacement, if you accept the replacement shipped by surface mail from China, it takes more than 2 months, and if the replacement also defective or even the seller didn't resend you the replacement, you cannot get refund because the seller would tell you that they couldn't because the transaction exceeded refund period. If you file a complaint to ebay, probably ebay would close your request after 21 days with the reason "No Activity" during this 21 days even you had sent many messages to the seller.
So. don't order things from China, if you have to order because of the "too good to be true price tag" don't order things more than 1 dollar or 2 in a single order to minimize your lost.

I don't order from China however I know that many people do and as long as their expectations aren't too high, they aren't often disappointed. I do agree though that if an item does not get delivered or is the wrong item, do NOT order a replacement...get a refund and then order from someone else.

Thank you all for the info. I've been in touch with the seller and they say their going to send a refund so I'll wait and see what happens.

"In touch" is nice.
But if you don't have the refund within 24 hours, open the Dispute.
You only have 30 days from delivery to do this.
Email promises are only worth the paper they are written on.
And if you didn't track the returned chips, you don't have proof of delivery which both eBay and Paypal demand.
I hope you also back your PP account with a credit card.
