Hello can somebody explain why my package is being inspected at the shipping hub for 3 days, I just don't understand what they are doing can someone explain it to me please ? Thank you.

The inspection part means that it along with thousands of others parcels, got put aside for an inspection by customs officials. Unfortunately every parcel can't be first so they go through them as fast as they can. Once it has completed the inspection process it gets either held back (if it didn't pass) or moves along on its merry way. Just have to be patient. (If you view the front page of the listing page for items being purchased internationally it does note that items can be delayed by customs.)
International shipment of items may be subject to customs processing...
If you order much internationally you can get a good lesson on the customs process by watching Border Security on many fine cable channels.

I don't get that, I thought that only happens when it ENTERS a country. My £600 motherboard is being "Inspected" in Chicago, IL while I'm in Wales, UK. It's been there for SIX DAYS NOW! It's nice it's seen some US states and I hope it's taking pictures, but I'm getting worried. Still a while till est delivery date though. I'm just worried about fees and "inspection" damage.

This was shipped from the US and does the shipping method on the listing state eBay International Shipping? It sounds like the seller shipped it to the EIS Hub who then forwards it. They sometimes check the item if they need more information for the customs form. Then they forward it to the destination country. It is a fairly new program and it does seem to take a while to process the packages there and get them moving. Also, the tracking does not always update right away so some items will show as still being in the US when they are actually on their way to the next country.

Both Carol Stream and Glendale heights are suburbs of Chicago. They are about an hour and a half apart according to Google Maps.
Chicago in turn is home to one of the largest airports in the USA.

What is the last expected delivery date?
If it doesn't turn up by then, come back for instructions about eBay's Money Back Guarantee.

It will sit there for weeks. The expected delivery date will pass. You'll open a case. eBay will immediately refund you. The tracking will update to "This item cannot be exported". You'll be told you'll get an email explaining, but you won't.
Just wait, get your money back and move on.
It's almost like nothing can be exported from the US any more.
If eBay are simply refunding then I'd like to know what's going to happen to all these "Cannot be exported" packages.

The answer to that is in the terms and conditions linked to the listing page. Presumably, you agreed to them when you purchased the item.

The item is disposed of somehow or liquidated. The old Global Shipping Program handled unforwardable items the same way.

The "liquidation" part is a possible profit income centre.

I purchased scrap hard drives, assuming it's correct they can't be exported, then let's look at this scenario :
Dodgy seller in US lists scrap HDs with a market value of $100 for (eg) $1000.
Accomplice in Canada buys HDs.
Seller ships and they arrive at shipping centre. They can't be exported so eventually get sold on.
Buyer opens case and gets $1000 refunded by eBay.
Seller and buyer share the extra $900.
Sure, eBay might find someone stupid enough to give them $1000 for the package. But I doubt it.

If it turns out that EasyShip’s inability to secure carriers or insurance for HD shipments (Note: My hypothesis) is going to be a long term issue, I think what would happen is that sellers with HD listings will find that eIS hasn’t been applied to those listings.
I’ve seen a few posts on the .com boards from sellers wondering why one or some of their listings don’t have eIS attached to them, so I think eIS can be set on eBay’s end to exclude certain sub-categories in a manner that the old GSP never did.

It was Glendale Heights when I checked where FedEx delivered it. After two weeks, it finally changed.... It's "ON THE MOVE"! I'm so relieved. Thanks peeps. I thought the windy city blew my package away, but as it turns out it was in the "sticky" bit, just outside.
