anyone pre-order dvd from seller

Never posted so don't know where to post. But I know a lot of people pre-ordered a dvd the walking dead complete 4th season from seller and never received the item and they said place a not received knowing it was to late and we are out the money and never received the item. Just wondered where to at least complain about a seller as they have nothing to sell on ebay. They did not have bad reviews. I have been on ebay since 2003 and never had this happen. Just wanted to complain but do not know where.

You have 45 days from payment to Dispute a purchase.

If more time has passed than that, go to the credit card you really paid with (Paypal is just a mediator) phone and ask about a chargeback.
