Just be sure to pay right away for items you win or commit to buy" I have not items in my cart to be paid.. I have bid, won and paid for items immediately.. so Why am I on a bidding limit

I think it is because you are a new buyer. You don't have any feedback. eBay limits new buyers & sellers.

It's because you are new to the site and, like many sites, ebay limits the activities of their new users until you establish a record of satisfactory transactions. Also, this is for your protection. More information at:

EBay is just barely an auction site.
Less than 20% of transactions are auctions.
As a new seller the number of auctions you are bidding on is limited.
There is no practical limit on the number of Fixed Price items you can buy, so long as you pay promptly.
You can ask Customer Support to ease restrictions every 30 days.
