ebay protection is
(a) 30 days starting when last delivery date has been passed -- this is for Item-Not Received. Look at your purchase details for the delivery dates. Open a case if the delivery time has expired.
(b) For Item-not-as-described, this protection starts when item is delivered.
If you paid with PayPal you also have 180 days of protection from day of purchase.
As a side note: 20 days from China is not considered slow for shipping.
