I can't make an offer to the Item 300935739877. I wanted to buy two of the bushing offer, but Ebay refuse to let me do offer, always telling me the seller doesn't want to send to Canada, but it is wrong, the seller sell to Canada.

Use the Messages service to ask the seller to set up a specific Fixed Price Listing for you at an agreed price.
If you give him your address (even just postal code) he can use

to work out a Flat Rate for shipping, in case Calculated Shipping is giving him problems.
Note- you might want to politely suggest that First Class International Parcel / Canada offers him Confirmation of Delivery at a lower cost than Priority International, and that it is at the bottom of the rates list.
When I do this for customers, I use the customer's eBay ID as a title, making it easy for her to find.

When I click on buy it now or make an offer, it looks as if I will be able to purchase the item as well. What message are you getting and when do you get it? Is the message just when you try to pay or before that?

That listing already has a shipping cost to Canada. I'm not sure why the buyer is having a problem.
