He was thrown off the site, probably for doing something criminal.

If a member decides to close his account, it takes a few months, especially for sellers, while eBay completes the financial side of the closing.

To be clearer when a seller lists or sells or accepts payment or ships, he owes fees to eBay and to Paypal.

The fastest way for a seller to get booted from ebay is to not pay their commission fees to ebay on time.
