He didn't.
He was thrown off the site, probably for doing something criminal.
If a member decides to close his account, it takes a few months, especially for sellers, while eBay completes the financial side of the closing.
To be clearer when a seller lists or sells or accepts payment or ships, he owes fees to eBay and to Paypal.
Your item will probably never arrive.
Did you pay?
If so, go to the bottom of this page and open an Item Not Received dispute in the Resolution Centre.
Ignore the suggestion that you get in touch with the seller. He's a scammer and it will do you no good.*
Ask eBay to step in and escalate to a Claim.
State in the Claim that the seller is Not A Registered Used (NARU).
This will speed up your refund.
*Normally Contacting the Seller is your first step and most problems can be solved without eBay's intervention. This is not one of those.
