I paid for an item early november 2018. The item never showed up. I tried contacting the seller which took a few months for them to respond. Eventually they responded and agreed to provide me with a refund. I didn't follow up, as I poorly assumed since they said they give a refund that would be that [my bad I know]. I was going through my bills recently and noticed the seller never ended up providing me with a refund.
I contacted the seller and they told me it's not their problem and that I need to contact ebay. I sent them a screenshot of the e-mail where they acknowled they'd give me a refund and they responded again saying to contact ebay. I tried to open a ticket with ebay, but for some reason ebay can't see my item when I try to open a ticket, so I am unable to report this to ebay and ask them to 'step-in'.
I tried contacting ebay customer support via phone but the past several days I get the same response saying their phone line is getting an upgrade and not working right now.
Help! How can I get my money back! Is there any other way to contact ebay about this? With the phone line down the only other way to contact them is opening a ticket but I get sent in a never ending loop of not being able to open a ticket.

Hi @lambert642 - sorry to hear about the purchase that never arrived!
The eBay Money Back Guarantee covers your purchase if it does not arrive or arrives not as described. This is for 30 days from when it was estimated to be delivered, or after it was delivered, respectively.
I would imagine that we are well outside that time frame at this point. If you paid with PayPal they offer 180 days to raise a dispute.
If we are outside of that time frame the only other thing I'd suggest is seeing if your financial institution or card issuer has any dispute options for you.
I agree with you that the member who sold this item to you should absolutely have given you a refund and this is something that we'd be able to assist with if we were contacted within our coverage window.

Go to Paypal.
You have 180 days from payment to open a Paypal Dispute.
The PP Resolution Centre is under Tools at the top of your PP account page.
The first suggestion is to contact the seller.
You've done that.
Ask PP to step in and Escalate to a Claim.
If the seller cannot prove delivery (not shipping, delivery) you will be refunded.
If that deadline has passed, you can try phoning the customer service number on the back of your credit card. Have all your information (amount, currency, date, name of seller, transaction numbers, etc. all available from your PP payment) for the clerk who will process the refund.
Few cards will process refunds after six months, however.
Try anyway.
Otherwise, I hope this learning experience was not too expensive.
