My mistake, the email came from the Minister of Public Service and Procurement, not the Task Force Chairperson.

Canada Post must be self-sustaining..... The new management group will be examining options
The Liberal government has been slow in following up on the Postal Review.... The Union, CUPW, is unhappy.
Bill C-27 has been introduced..... This bill will allow for the conversion of a Defined Benefit Pension Plan to something similar to a Defined Contribution Pension Plan..... for all corporations, including Canada Post. CUPW is unhappy... but if the bill passes, the Pension Plan will change.
Postal Banking..... CUPW promotes postal banking... mainly because Canada Post will earn lots of money to pay the workers.... The large banks say NO.
We must recognize that people can withdraw money from a bank account when they pay with their bank card..... Canada Post is looking at money options
Community mailboxes....... There will be no going back if people already have community mailboxes... The question of seniors and people with disabilities will be addressed.
There is some discussion about mail delivery being reduced to less than 5 days a week... Maybe two to three days each week. an alternative response to the establishment of community mailboxes.
The delivery of lettermail... and other "small mail" has been reduced.....The possibility of a strike in 2016 made many people change to the use of the internet and emails to receive billing options. Advertisements received through the mail are only coming on specific days each week
The delivery of parcels has increased dramatically... Black Friday was a big wake up to this reality... and then the Christmas time added to this view....
Flex Delivery is being used..... and some postal outlets were overloaded with parcels.

CUPW and Canada Post are talking.... negotiating... through mediation.
The new Canada Post group has a mandate to proceed....
CUPW was happy with the Postal Review.... However, the Government has not done any follow up... until now The indication is that Canada Post will do what makes Canada Post a self-sustaining corporation....

Other possible considerations
(1) Making Canada Post an essential service.... no more strikes....
(2) Privatization of Canada Post......The quetion becomes.... What happens to the union?
(3) Delivery of on-line sales.... puts many businesses into a dfficult situation if mail delivery stops..... Many rely on on-line sales... either for a primary income or supplementary income. If there is a strike, can this be defined as interfering with business....
The internet has changed the world of retail sales..... the future is based on use of the internet.... Local businesses are paying the price.... and disappearing

The current CEO will be gone at the end of March, 2018.
The new management team will take over and ... most likely even before the end of March.
The review was finished in 2016..... nothing happened in 2017.
Canada Post will be something very new in 2018.....
and the biggest change...... Canada Post will definitely change
and then ... CUPW and what it can do..... and more specifically what CUPW cannot do.
CUPW was happy with the postal review...... but things are different with this new management group

Losing Chopra is one thing-- but the G&M reports that there are problems finding a replacement.
I suspect part of the problem is that most of those with experience in 'delivery' come from the private sector and have been trained to mistrust government. And have no understanding of why an organization can be useful and well run even if it is not 'profitable' in this quarter.

I can see this-- my personal suggestion is having delivery six days a week, but only three days to residential addresses.
So I get delivery on Monday, Wednesday, Saturday and you get Tuesday, Thursday and Friday. Businesses get delivery every weekday but not Saturdays.
Frankly, Canada Post could start doing that without announcing it and no one would notice. Except the Saturday people would be delighted.
They seem to be promising seniors/disabled that they can get delivery by special arrangement. There doesn't seem to be any charge, but a customer was saying it was not every day delivery. He was 82 and uses an oxygen tank. He drives to the boxes every day instead which seems more trouble than it's worth, but his decision.
