EBay has been taking them down pretty consistently. And they have asked members to Report any listings they see that may be gouging.
They have also Blocked listing many products needed by medical workers, like masks, gowns, and sanitizer.
That being said, before you decide the Seller is at fault check the auction (they are always auctions) to see the opening price and how many bidders jacked up the bidding.
There are going to be a lot of posts about thrill bidders ruining honest sellers in three.... two.... one....
Although I wonder where those sellers got their stock?

To look at things differently, by the fact the seller used auction instead of buy it now indicates they believe the price will go high.
I see that in other categories. They try to be greedy. Just set a price you want and be done. Anyways....

On the drop down report menu what are the actual steps you select to report price gouging ?
I tried to report a listing yesterday selling a one litre bottle of hand sanitizer for $120.00 plus $50.00 shipping but non of the options on the drop down menu applied.

I couldn't get the drop downs to drop down so I will generalize.
Pick one that is nearest to your complaint
Price gouging is actually illegal so go with anything that indicates criminal activity.
You have an opportunity on the third text box to be more detailed.

More likely the bots spotted it and removed it.
If you see another, report , but note the seller's name. It will be interesting if we can see whether those are suddenly NARU (not a registered user) .

Personally I have given up reporting price gouging on eBay.
I have tried reporting them via the system even though as you mentioned the price gouging report system has been broken for over a week now. No one at eBay even bothered to test it since I was told to try another browser. I did try 3 different browsers and none of them worked.
One listing where I calculated the seller made over $5500 profit on selling disinfectant was reported to eBay. eBay's response was that "the item was removed and will make sure that this one will be monitor" The item was not removed the seller ran out of the items after they were able to sell 63 of these items. The other one which eBay mentioned "will be monitor" was still up days later!
