It won't matter if the buyer adds the address to Paypal, the only address that you will see is the address that was showing on ebay when they made the payment. An item not received claim is won by the seller if they can show online delivery confirmation to the address when the item was paid for. Simply adding a box number and not changing anything else might not make you lose a case but I don't know that for sure. You have to decide if you are comfortable doing that. If not, you could cancel and refund and ask the buyer to purchase again and to make sure that they added the correct address to ebay before they paid.
As far as knowing if the buyer is a scammer, we have no way of knowing. It's possible that the last transaction they made was being sent with a courier so they added their street address and took off their box number. Or...maybe they are trying to pull something.

Are you sure the message came from the actual buyer?
Somewhat common scam these days is to contact sellers who have just made a sale and give them a story about shipping to a different address in hopes that you won't notice that the message is from a completely different user.

If all the address is other wise identical, print out the shipping label.
Then using a pen, write the PO box number on the package.
However, gaming cartridges are a high fraud category, so it would be best to delay shipping until the PO box number is confirmed.
