In the process of reviewing my reports in MP in this morning I noticed a new report called April 2021 Tax Invoice. (Note: I am an Alberta Seller that does NOT collect GST on sales.) It does display as a PDF if you wait patiently. It includes a total for the period of Mar 16, 2021 to April 15, 2021(Canadian & US Sales) with an amount as of April 15, 2021. There is a notation Amounts owed were taken from your total funds on the bottom left with a link. It includes an invoice number generated by eBay but no official due date. Is it for reference purposes only? Has anyone else received this report or has any additional information regardings its purpose? I never saw anything specifically from eBay advertising this report. To the normal eye it appears to be an invoice. If it is NOT an invoice it should be clearly marked....DO NOT PAY. For reference purposes only.
As for the separate monthly invoice (in Sellers Hub) for store fees it shows the amount due with no due date followed below Next Invoice with the same amount due May 16, 2021 and a Pay Now tab. If you review the actual invoice it states funds will be removed between Ap 30 and May 2nd. Past experience it will be pulled April 30th on the button unless you manually pay. eBay's format of displaying billing information appears very contradictory regarding payment due dates.

I recieved it as well, I only sell on .ca, but I do sell to the US and Canada. This was the first time I see this "invoice" for fees/taxes already paid I suspect.

With Managed Payments you will receive two invoices.
(1) The first invoice contains the store subscription fee. eBay has added GST = 5 % to this fee.
This amount is paid each month.
(2) The second invoice is a Tax summary for final value fees plus GST =5 %.
This amount , FVF + GST, was deducted from the total of Item price plus shipping cost for each transaction. You do not have to pay this amout because it has already been deducted. This invoice is for your records.... to indicate how much GST was charged on the FVF.

If you are registered to collect GST/HST this total for GST, for the store subscription plus FVF, becomes a part of the Input Tax Credit (ITC). The ITC is deducted fom the total paid by buyers.
If you are not registered to collect GS/HST, this GST on the store subscription plus FVF becomes a cost for selling on eBay. Many sellers will register to collect GST/HST only to receive this ITC from Canada Revenue Agency.
If you are registered to collect GST/HST you must collect the tax even if your total of sales plus postage is less than $30,000. The total for GST/HST charged by eBay will be highest in HST Provinces, and registration to collect GST/HST may be a more important reality in HST provinces.

If you have $20.000 in sales plus postage each year, with a FVF equal to 10 %, you will pay FVF equal to $2,000 and with GST = 5 % the GST charged by eBay would be $100.
--------------------------
For HST provinces the amount charged on this FVF =$2000 would be $260 for sellers in Ontario where HST = 13 %, and for the four Atlantic provinces, where HST = 15 % , the total for HST charged by eBay would be $300.
When eBay established a physical location in Canada, as a Canadian company, they started to charge GST/HST on all fees paid by Canadian sellers on eBay.

I deleted it.

Under “International Selling FAQs”:
“ If you directly list on eBay sites outside of Canada, you will receive a tax invoice each month related to international selling costs. Unlike your monthly invoice for fees, the tax invoice is not a bill, and is for your records only.”
Like @flyhooks4less I had never seen this information displayed in my years of selling. It would definitely be most helpful to clearly state it is NOT an invoice and avoid possible confusion.

Calling it an "invoice" certainly isn't accurate. "Statement" might be a better term for it.

the most interesting aspect of this invoice is that it allows us to calculate the percentage increase in fees from the paypal era to the MP era...for me especially, as I was flipped over in the second week of March.
%age increase in fees PP era to first month of MP for me was 29%. I had a slight bump in sales month to month so correcting for that the percentage increase in fees from PP era to MP is around 25%.
Let the rioting begin once US sellers start noticing this.....

The difference shouldn't be that much....in most cases the fees should be about even or slightly higher so perhaps whatever you are using isn't accurate for that purpose.
Can you give a specific example what you paid for a transaction for fees in PP and for a similar transaction in MP?

Update
The email you receive for the April Tax Report does designate it as a "Statement". There was a bit of lag time between the downloard being available and the email.
