Buyer can't submit an offer

Buyer made two offers which I declined and now the sysrem won't let them make a 3rd offer. Does anyone know why this is happening? Thanks'

Two offers and they still didn't meet your price? 

Do you have high/low parameters set on your products?

And did you counter-offer with a price you found acceptable?
