Buyer gets refund while tracking proves it's still in transit.... I'm so disappointed

Provided valid tracking from Canada Ontario to PA USA buyer 

Buyer received refund via eBay 2 days after filing.

Shipped Dec 18, buyer refunded on January 15... 

Item still in transit......

I have appealed with photos of the receipt with the tracking number and buyers postal code with the date block stating the 18th on it...

Still have heard nothing from eBay even after speaking to them.

Anyone else ever had this happen?

I bought a $75 card from you that I waited for 3 months to arrive. I wanted to give you the benefit of the doubt. It never did arrive. You desided to send it untracked? You don't answer my messages. Nice business plan man! Would be nice if you could answer my messages, and maybe send som proof that you sent the card. It was a BGS auto, so I hope that serial number won't pop up on eBay anytime soon.

At this point it is probably best to open an item not received claim.  If it is less than 30 days after the estimated delivery date, open the claim on ebay.  If it has been longer you would have to open the claim on Paypal or your payment provider.
