Can I reuse the uploaded image in my Listing via HTML ?

New to HTML, new to taking eBay Listing seriously.

I understand uploading high-quality photos is best for your listing.

If I want to further explain this or that image, I wanted to Thumbnail on left, details on right in point form and if the Viewer clicks on the thumbnail it opens the already uploaded image I added to the listing.

Uploading my own image and HTML-ing it in seems kind of tedious if I just want to reuse the images I just uploaded.

Don't overthink it. Many buyers either don't read descriptions at all, or quickly skim them if they do. I wouldn't bother explaining each image, just detail any condition issues and things like that and clearly show them in the photos.

I'd personally avoid using HTML like you suggested. You'd need to make sure your css or built-in styles worked on multiple devices with device specific eBay apps, different resolutions, etc.  Focus on good quality photos, item specifics, and actually listing things. Don't get bogged down on little things that probably won't increase your sales.  (just my opinion)

This is about putting images in your Description and not the 12 pictures you are allowed when you list?
Those  12 are the first thing you are told to upload when you start the Sell Your Item form.

Personally, I scan my items (stamps are flat) to my desktop then just drag and drop them onto the form.

They can be manipulated a little once there.

Is that what you are asking?

If it is putting pictures into your Description using HTML, I know I've done it in the past when eBay charged for pictures, but today I only use HTML to make the Description in my listings show up better amid the clutter of other ads etc.

I found this useful for a techodolt like me when I started out.
