You got the feedback today and you expect eBay to do something about it TODAY?
since when can we not leave negative feedback for the buyer **bleep** for tat this needs to change eBay needs to change their practices
This is exactly why eBay does not allow sellers to leave negative feedback for buyers, some sellers could not handle the responsibility.

Did you ask eBay to check the feedback? Did you ask them to remove it?
I'm pretty sure It is not an automatic process. You have to ask eBay to look into it.

You could leave a Response to the feedback.
"Posted 16/11/24 but caught in Canada Post strike. Tracking # LA 123456 CA. Delivered 2/1/25" for example.
With a calm professional response you are more likely to get the refunded payment returned (via Paypal), because while most people are honest, some are also impatient.

He made other purchases from you and cancelled them? Or from other (Canadian) sellers and cancelled them?

If you printed the label and provided a tracking number, eBay would remove it. They are covering sellers who provided tracking for delayed items or negative feedback from delayed items. If you contact eBay directly and explain this, they should be able to point you in the right direction to get it removed.

If you left the order in limbo without printing the label, eBay probably won't remove it. eBay wasn't allowing sellers to print Canada Post labels, but they instructed sellers to edit their handling to reflect the extended wait period for Canada Post items.
If you did actually message the buyer and say to them "I cannot print the label because Canada Post is on strike. This order will ship as soon as they return to work. Please message me if you would prefer to cancel the order instead of waiting.", and the buyer said to you they will wait - you could point to that and maybe eBay might take mercy on you, but probably not.
Ultimately. This doesn't matter that much. If you reply professionally to the feedback, nobody who reads it will care.
Unless you have communicated effectively and done everything 101 percent right, and this is a case where the buyer is too difficult to work with, it might be an indication that something was lost in translation. Everybody makes mistakes and it's possible that you may not have effectively communicated the situation to the buyer, or what their options were. You said the were in the USA, they made not have known the extent of the strike in a different country if you didn't explain it to them. You could always message the buyer and see if the two of you can work it out so that you're both happy (they get their item, you get a feedback revision).
