This is why Cookie Jar Insurance is better than buying third party.
You add a tiny amount to every asking price and use that as an insurance premium in rare cases of loss.

Chit Chats will want proof of the value, and proof you refunded the customer (if the reason it was misdelivered). If your description on Chit Chats doesn't match the invoice you gave your customer you are probably SOL since you can't prove what you shipped.
For Canada Post packages that are going with Chit Chats, if you don't purchase the insurance Chit Chats will pay out provided Canada Post allows them to claim first. If Canada Post doesn't pay in this case, you won't get anything, even though insurance is included with Canada Post shipments.

Have you shared the photo of the delivery with the customer and asked them if they are open to asking about their neighbour about the package? I understand some people won't want to do this.
As far as the invoice goes, you should theoretically have an invoice for your own records. You don't need to sell on a platform to have an invoice. Google for a template and you can create an invoice for the transaction. Your customer may have to sign an affidavit confirming the validity of the information that you provide.
