So I'm trying to sell hockey cards. I'd be using a bubble letter and it would have  8"x4" dimensions.

It would weight 200 grams. The cheapest way to sell it across the country would cost me 17.50$, why it's such a small parcel?

I think we're talking about the coupon for shipping supplies we get quarterly from eBay with our Store subscriptions.

The smallest bubble poly envelope is 21x19cm and will add 5mm to the thickness of whatever is in it. 

I don't know what a #0 is, sorry.

 

While they are priced very high, we then deduct the value of our coupon (mine is usually $35) and only pay the remainder plus shipping.

 

I like the poly over the kraft envelopes (which are not available on the coupon) because they are almost impossible to open without scissors, they are a teensy bit lighter weigh,  and because they are waterproof.

Bubble mailers typically follow a size chart from #000 to #7. #0 is 10"x6" which is roughly DVD sized. EBay shipping supplies store doesnt charge shipping but you will pay tax on the original amount even if you use the coupon to make the price $0.
