Canadian Buyer charged double shipping for 2 items?

I had a customer in Canada buy 2 items from me and was charged the shipping rate for both items instead of the items being combined and calculated based on weight like I thought I had set up my shop to accomadate.
Whats going on here?
Did the customer simply not checkout properly or did I not set up combined shipping properly?
the items are 2 tubes of paint. 1 seperate listing each. different color is the only distinction between the 2. same size and weight etc. i sell handmade artist materials.
I dont want my customers to be paying crazy extra shipping fees when its all going into the same box and want to sort this out NOW so it doesnt drive away business.
Help!

Did the buyer use the 'cart' or 'buy it now'? If the buyer used 'buy it now' for each item, then eBay treats it as two separate transactions.

No big deal, combine the items and refund the excess shipping.
eBay favors the Buy it Now option as it is a fee for each transaction on the Seller's account, if the Buyers use the Cart then they get a combined invoice.
This is not a new issue, it's been like this for years...

I didn’t check the “calculated shipping rule” box on my listings, to be fair I didn’t even know I needed to.
