I have not been to active for some time as I was wondering when the Canadian Sales charge is supposed to start or has it been scraped

GST/HST is applied to ebay fees for Canadians.

ebay does not collect GST/HST on Canadian sales (GST/HST registered Sellers do that for their listings).

Or perhaps you are thinking about sales tax that eBay now automatically collects for some USA states and for Australia?

If you are thinking about the "internet sales tax" that some 21 US states are now charging online buyers, these are handled by eBay, sellers are not involved, most large online venues are cooperating with the states, and if a customer asks about it, you can refer them to the governor of their state.
