First time I have used Best Offer on an item as a seller. I responded to the offer with a counter offer but no response yet from buyer. Can I also just accept the original offer or do I have to wait for a response or for it to time out?

Sending an invoice to buyer in Washington State...ebay is adding

an extra couple of lines. Line says "Tax is applicable to shipping and handling" with a checkbox beside it. The line above wants you to put in which state the buyer is in and gives a tax rate.I have never seen this before.Is anyone else seeing this?
