It might be an error with how their address is formatted. Try to check to see if there is something funny in their address, like maybe they put the letter O by accident instead of an 0. Try googling the address or running it through Canada Post's address verific
Also, check if they have a phone number with their address. If they do not, it might require a phone number.

Otherwise, you could try Chit Chats. If you are located in Calgary like your listings say, they apparently have a branch there. It might even be cheaper with Chit Chats. With that said, I am not familiar with their overseas shipping options, I can't tell you how well they work.
As far as eBay policy goes, I can't imagine that cancelling would be a problem if you cannot get it to print a label to the address. It would be a good idea to explain it to the customer before you cancel and invite them to purchase it again if they can figure out what might have been wrong with their address.

If you go to the new version of the eBay tool for shipping options and insert info for a shipment to the UK there are limted options. 1 using fedex international economy and 6 with CP. Nothing for UPS. UPS only seemed to get applied (new tool) to Canada and USA. Didn't test all countries. When eBay negotiated options they cherry picked on services they would supply. If you use the UPS rate calculator at their website there are 3 or 4 services in total available. This is what most likely is in play for the OP. No available options to use. And as I stated in my recent post when the first tool for checking shipping options released UPS was not included as a choice on ca. In testing it now it is basically totally disfunctional for US/International shipping so very likely limited to know testing before implementation. Note. I haven't had a chance yet to test to see what is or isn't working from a listing perspective. I personally only use CP. In theory the tool should mirror listings and vice versa.

I didn't mean to suggest UPS would show up if he fixed the address. What I meant was that Fedex might be prevented from checking out by a small error in the address.
An example of an error I have seen a buyer make before would be putting the number 0 in place of the letter O in their postal code. It would allow me to finalize all the details of the shipment, but it would not allow me to purchase it until I manually fixed the 0. I suspect it could be something small like that in the formatting that is preventing Fedex from finalizing the label.

From all my testing between the new tool and listing creation it appears all possible available services for Fedex and UPS have not been applied (connected) to ebay Labels. I had one just before the strike to Spain. Only option besides CP was that Fedex non priority. UPS services over 200 countries worldwide if you check their site directly or ship thru a UPS store. UPS and fedex for business customers have a large variety of services.
