I have registered for professional selling account yesterday to be able to run advertisement, I was always a little irritated and confused how some things in the control panel are controllable the same across the board whether I have the control panel opened as .ca or .com and them some things, like bulk editing my listings can only be done when in .ca panel.
Same thing happens with advertisement.
I can only set up ads when on .ca site. Now question is, since I send to both US and Canada, will the advertised listing also display for American buyers that use .com?
When I try to set up advertisement using .com site it tells me I have no listings to advertise.

Your listings will show up on the .com site as long as you show a shipping cost to the US in your listings. This can be a flat rate or calculated cost.

If you ship to Canada and the US your listings are seen on both sites but I think that by ‘advertisement’, you’re referring to sponsored listings? I’m not 100% certain but I think that sponsored listings are only seen on the site that the listing was done on

yes, promoted listings, is there a different ad model?
The thing is that I cannot add the promoted listings from American side, even though I was uploading listings from .ca side, some from .com side and they both show up the same on both .com and .ca seller hub....
Gosh ebay has probably the most scattered and confusing control panel of all selling websites...

Promoted listings can only be 'promoted' from and shown as 'sponsored' to shoppers on the site from which it was listed. So, even though your CAD-listed items might be visible on both ebay.ca and ebay.com, you can only work with or on them on ebay.ca.
Which site from which to list isn't only about CAD versus USD; there are key features that are only available on one site versus another so a seller must choose wisely. If you use both, you are behooved to keep count of which listing stems from where which is easily done is you can see whether it's in USD or CAD.

Yes, it is confusing now. At one time the ebay.ca and ebay.com selling managers worked together much better. But when they started the sellers hub on ebay.com a couple of years ago they separated some of the selling functions between the two sites. Even though you can see your listings and sales in sellers hub on both sites, there are things that are site specific.
I noticed that you had 87 listings on .ca and 88 on .com and realized that one of your listings (Birds of Asia) was done on .com but it has shipping to the US and not Canada so it won't be seen on .ca. When you list on .com shipping to the US is domestic and shipping to Canada is international. For the US shipping, you should be using one of the generic options...standard, economy or expedited shipping from outside of the US. You might have to scroll down to see it. You should not state that you will be shipping using USPS as it says now unless you are actually using that service. For Canada, you should show standard, economy or expedited international shipping as a service. Note this is only for your listing(s) created on .com.
