If you are talking about how slow eBay is at updating exchange rates -- I think they do it daily. PayPal does it more often.

When eBay.CA charges fees (in CA$) for a US$ listing, the conversion rate used is the one that was in place when the listing was created (or renewed for GTC). It keeps their cross-border accounting simple.
