Dual ID's bidding on own auctions when price is not high enough.

I am in the middle of a Paypal dispute with a buyer saying one of the boxes was damaged.  I had thrown in some items since they worked with what she bought and I would no longer need them. I had insured the boxes so USPS sent her a check.  She wanted REPLACEMENT value for the missing items and hit me with a Paypal dispute for an additional $320.00.  SO, I started doing a little investigating and she has 2 ID's on eBay and if she sees something not selling for a high enough price she goes in at the last minute and buys it with her other ID.  She had one auction for some CPR mannequins that the bid was at $20.  At the last minute she went in and bid $400, 410.00 and 500.00.  I looked thru her feedback and whenever it is an item that is not selling for what it is worth she "buys" it with her other ID.  Is this against eBay policy?

Additionally, the items she said were missing from my shipment, she has been selling on eBay.  I plan to contact the USPS first thing Monday since she claimed against the insurance and actually got a check from the post office to cover the "missing" items.

I would like a little advice on what to do....

Dual ID's bidding on own auctions when price is not high enough.

Start by posting on the US boards.

This one is in Canada so most are not as familiar with USPS procedures.

One bit of advice, don't get your situation with the damage/missing items and claim with the possible shill bidding activity.

You will only confuse things by intermingling.
