I just saw this pop up when I was sending a question to a seller for a listing. Sure, lets get the idea out there that all prices are negotiable. It happens enough already.
Maybe this has been popping up for a while, it is just the first time I saw it.

That's been appearing up for awhile now. It's eBay's "polite" way to disuade buyers and sellers from communicating/attempting to complete transactions offline. Basically an early warning system if you attempt to do so.
Mainly because they haven't figured out a way to do this:

Uggghhh, I experience this everytime I list! I have to turn Best Offer OFF. WHY does eBay want me to haggle with buyers?! I get enough of that on Marketplace!

Managing Best Offers is possible by using the parameters eBay gives us.
If I list at $100 and am willing to discount, I can set my Best Offer option to accept any offer over $90 and politely refuse any offer under $89.99.
I never see the low offers.
I see the accepted offers when they show up as a sale.
Remember always that Shipping* is not a negotiable part of an Offer.
* But on a listing of $100 with $10 shipping, if you get an offer of $90 with Free Shipping, you can counter offer with $80 and $10 shipping. If your customer can't figure out that it's the same thing, you will have other problems with the transaction.
