Hey,
I sell digital xbox live codes on ebay. I wanted to increase my seller limit, but ebay said that they can't, since I am not allowed to sell digital codes. I also mail the codes to the buyer. Top sellers on ebay are selling xbox live digital codes, one of the sellers has sold 32,000 copies. How is he allowed, but I am not?

PJ, I looked at that and got confused: "You need to list your item only in the Everything Else > Information Products category using only the Classified Ad format."
Other sellers do not seem to be doing that. The ones I looked at were listed under video game cards, or something.

It's like anything on here...some sellers get away with things, some sellers don't. Often the sellers that run into problems are the ones that are somehow brought to the attention of ebay. The OP brought himself to ebay's attention by asking for a higher selling limit after just a few sales...likely most of them digital.
It's not really fair that some sellers get away with things but life and business are not always fair.

The key to this is what you stated yourself. the other seller has sold 32k copies I dunno how much they sell for but that's gotta add up to some serious coin for Ebay in fees. So much like the counterfeit products issue Ebay turns a blind eye to the seller that is feeding them thousands of dollars.
That would be my guess anyway.

OR the 32K feedback seller has proved that he actually does send what he sells and his thousands of customers are happy with his service.
Newbies? Even with the best of intentions, and most people are honest, errors are made.
Which is also why the OP's customer payments will be Held by Paypal for 21 days after clearance, until PP and eBay are satisfied with his good performance.
OP-- list your digital items in the appropriate section. And don't try to relist the ones that were pulled, that gets accounts cancelled.

Pretty much exactly what I have said about newbie sellers who's listings take 12-24 hours to show up in search. Mine take a few minutes. I have had 10,000+ sales over 12 years. I think their bots know me by now.

There is no category, eBay classified in the US is like a kijiji ad
How most of the sellers doing it manage to is, they don't explicitly say they are emailing the code. Having things like "not suitable for a gift" hint at it without it being clear to the eBay drone who glances at them.
Now that you have had them removed, don't list them again if you want to be around
