I don't see the problem. It's rather simple. List some stuff until Jan 5th. If any of it sells during the next 30 days, your counter will increase (up to 3) and you'll get a final value discount on your next invoice.

People at Ebay have no clue what they are doing.
I just spent 40 minutes on phone no real explanation on this promotion offer
I still have 28 free listings for the month of Dec
I accepted the promotion offer and then when i make a listing it does not show in the email that you get upon making the listing that its under the Promotion. So i made 1 listing and it still shows as 3 still active, you would think that it should show 1 used 2 left but its not. So how is one to know when or if your listing you created falls under a promotion unless you call Ebay directly and then ask them if the listing you created qualifies for the promotion.
With this type of dealings its no longer use trying to list/sell on Ebay as an other issue i was told since i dont accept returns i dont get 10% discount on my selling monthly fees.

NO returns doe not mean NO refunds - eBay's money back guarantee trumps any policy a seller may have. I believe Remorse buyers may be the exception but most buyers have figured out a way around admitting the error of their ways.

Question/Answer regarding last promotion and issues collecting.
Hi lotzofuniquegoodies - I've definitely made the teams involved aware of the traffic and volume here (that's where I've been most of this week).
I can't say what changes will or won't be implemented, but I'm definitely advocating for being clear and transparent with promotions. Thanks!
It still may be a work in progress.

As explained in other posts the counter won’t change until you sell an item that was listed during the promotion period. If you list 50 listings during that time, the first 3 that sell will have zero fvf.
As far as the 10% discount, you don’t need to accept returns to be a global trs and receive the discount. You should already be receiving it as your listings show that you are a global trs. You need to offer free returns to be a trs plus on the US site so that’s probably what they were referring to.

One data point:
Just sold an item that was listed during the promo. Item was a new listing.
Promo counter changed from 0 used/3 left to 1 used/2 left -- clicking on the used number takes me to a page which shows the ID of the sold item.
Checking my Account Activity I find that there were no Final Value Fees charged for the sale.

i have sold all 3 items, allotted in the promo, and not 1 of the items show in my account, for billing, instead of showing item, sold with no fees, they just didn't put it in my invoice.. is this wierd,

eBay does not display fees with a value of 0.00 (or you be having all of your "free" listings clogging up the invoice).
What is weird is eBay not showing anything in the "Promotional Savings" section for this promo.

Thanks for the tag @ypdc_dennis!
Hi @esclyons - if your items didn't sell in the December invoice period you wouldn't see it on your invoice as yet. However, you can see the Final Value Fee associated with the item number in the 'All Account Activity' section of your Seller Account section. While it won't have charged an amount it will have a line item there that indicates the Fee was a 'Promo' in green letters.
Thanks!

Sold items that got the promo will eventually show up in the Promotional Savings area under Final Value Fee Promotions. I suspect the details get added when the monthly invoice is created. My first 2 sales that had this promo applied did not show up until my Jan 15 monthly invoice appeared. My third sale this weekend does not show.
The CSV (spreadsheet) version of the monthly invoice does include item detail that is not on the HTML version.
My stats: 2 new listings and 1 GTC renewal in the promo period got the no FVF result when they sold. My promotional offer in the expired section now shows 3 used with 0 left.
Estimated savings of $15.
