The seller does indeed have options. To begin with, after you have sent a friendly reminder about payment to your
(non)buyer, when you get no response you can file an Unpaid Item case to get your fees back, and the nonpayer cannot
leave any feedback. See here:

Sellers can no longer leave negatives for buyers because too many sellers abused the option in the past, leaving
untrue retaliatory feedback for perfectly good buyers with whom they simply had a disagreement. But you do not need
to leave negs for buyers anyway because other sellers don't (can't) see who it is. Ebay IDs are all disguised, or
hadn't you noticed.
If you file an unpaid item case each and every time you get no payment, that gives nonpayers a strike on their
account. Most sellers set up an auto-block against nonpayers and you can do the same:

Block those who have unpaid item cases against them as they tend to be repeat offenders. Then be sure to add
each nonpayer to your list of Blocked bidders so they never bother you again:

If you are wonderful you will get lots of enthusiastically good feedback. It is therefore best that you cannot leave
negative remarks because the ones reading your feedback are future buyers. If you say horrible things over a
little irritant like an unpaid item, it will make you look like your are caustic to deal with and you will do yourself more
harm. So keep it sweet.
File your UI case, get your fees back, leave (and receive) no feedback, relist your item, set up your preferences,
and be a terrific seller to those who matter most, -- future buyers.
