Help with bulking listing items to ship internationally

I'm trying to list a bulk sell of vintage tubes using the template provided by eBay. Whenever I try to add an international shipping option, it errors out. I realized that it will only allow me to add domestic shipping options, not international ones. I haven't found any resources detailing how to change this so I'm here asking for help. If anyone has any experience dealing with this issue, please let me know. Thank you.

Are you able to create a business policy for shipping and then apply that in the template?

I understand that eBay may restrict international /overseas shipping for new sellers as a rough and ready Seller Protection.

Even when the sellers don't want to be protected.

Just a guess on my part though.

Can you add shipping to the USA?
