Sorry for the very elementary question, but I agreed to refund a buyer for an item they still haven't received after 3 weeks (they are not willing to wait any longer). There is no INR - just me agreeing to refund my buyer. Since I haven't done this before, I want to make sure I do it right!
I expected this to be really simple and see a "refund transaction" link in eBay, but it's not there. I looked it up online, and keep seeing advice to go to PayPal to issue the refund, but on the eBay help pages it says if you issue your refund through PayPal, you will not get a final value fee credit.
Can someone tell me the right way to issue a refund, where I will get my final value fees back, and where I will be able to re-invoice my buyer when (and if) she finally gets the package (and then re-charged the FVF)?

I think an INR case has to be opened by the buyer.
You refund, case is closed, you get your eBay FVF refunded.
I believe another way is for the buyer to 'Cancel order' :

You can also cancel, but will receive a defect.

Thanks! All done - my buyer "suggested" this when I told her to wait while I was getting help. She's been through this before...hmmmm...
I guess I should consider myself lucky. I have been selling off an on now for almost two decades and never had a missing package. That does seem quite lucky, now that I think of it...
