I'm not sure exactly what you're asking, but you can set up promotional shipping rules through "Site Preferences/Shipping Preferences" under your Account Tab on the seller Summary page that can be applied to your international shipping. Is this what you meant?
If you use flat rate shipping in your listings, you're somewhat limited in the rates you can show for specific countries. I have 2 international shipping categories -- one for the U.S., and one for "everywhere else", although I exclude many countries. Many sellers simply choose the furthest location they are likely to ship to -- except for the U.S. -- and use that as the flat international shipping amount for each level of service (you can manually discount those rates when you input them if you wish). Was this what you were referring to?
I don't use calculated shipping, so I don't know what discount features are available through that means. Someone else may be able to advise.
