Currently I have one account on ebay.ca and one on ebay.com. Both used the same personal info, including country Canada and a Canadian address.
My problem is my US account won't let me list items on US site. Everytime I tried to publish it redirected me to CA site (I tried different browser profile to avoid cache/cookie stuff but to no avail, I also contacted support via chat but seems like they had no clue and kept promising it would be solved within 48 hours but actually it's not)
My guess is because I chose country Canada when registering US account so the system treats my account as a CA account. I'm thinking of using a fake US address to bypass this (I know this is not the right thing to do but I have no choice, I do have a legal US bank account but I don't live in the US)
I wonder if Canadian sellers are required to have an address in US to be able to sell on eBay.com in USD ?

Has your .com ID been asked to join Managed Payments?
Are you trying to use Sell-Similar ?
(that only works for listings on the same site)

I list on both .ca and .com using the same ebay seller ID.

Both your accounts should be able to list on both sites. A .CA account can list on both .COM and .CA. (so you probably do not need to have 2 accounts simply to list on both sites)
As ypcd-dennis says you have to be on the site you want the item created on to create the item (a .CA id can log onto both .COM and .CA and vice versa and you have to be on .COM to create a .COM item and .CA to create a .CA item).
As I understand things, which might be wrong:
If you have a Canadian address attached to your account, the system views you as a Canadian regardless of which site of registration you have, so both of your accounts are "Canadian" accounts.
However, both the .COM and .CA accounts can list on both .CA and .COM so it should not matter what site of registration you have, ie the site of registration should not be causing the problem you have.
The .COM account can't be signed up for MP as a US account because you would not be able to provide the required US information to do that, although if it is signed up for MP, it is because the .COM account is a Canadian account.

No I'm not trying to sell similar.
My .com ID was created a few days ago and it has not been asked to join MP.
I'm totally aware that I can use my CA account to list on US site, but thing is I wanna avoid conversion fee (my expenses are mostly in USD so receiving USD payment would be much better for me)

This is true even if I have a valid US bank account?
So you're basically saying that we can't list items in USD unless we have a US address?
And can you also have a look at this blog? It said that the best way to handle conversion fee is to operate 2 seperate accounts and that makes sense to me.

Yes that is accomplishable by having 2 Canadian accounts, one receiving payments in $C one receiving payments in $US.
You only have to have 2 accounts because there is currently a limit on how many different currencies you can be paid for each account, under MP ie 1 $C or $US.
So to accomplish what you want to do, you have two Canadian accounts, and designate one as receiving/being paid out in $C (and you're selling stuff on .CA under that one) and the other Canadian account sells only on .COM in US$ and is designated to receive/be paid out in US$.
I think you've accomplished the two Canadian accounts now, the .COM one probably counts as a Canadian one too because of your address.
You might want to think about zapping the .COM account and opening a 2nd .CA account because your store fees etc will be being charged in US$, that's what you're being paid in, but the currency conversion rate (3%ish) is much smaller than the currency difference (20%ish). This is the problem I have, my .COM store costs me $299 US$ instead of $299 $C each month.

PS to open a "real" .COM account under MP you would need a USA address and a US social security number I believe.

It's mentioned in the eCommercebytes piece but it bears mentioning here that Managed Payments requires that Canadian sellers have a US dollar chequing account from a Canadian financial institution if they wish to sell on the .com site and have their payouts remain in US dollars. A bank account on US soil will not work for Canadian sellers.

And the dotCOM registration also seems to require a US social insurance number, because eBay will be supplying at least some information (gross income over $600US has been mentioned) to the US Internal Revenue Service.
It will be interesting to see how eBay handles its thousands of Chinese and other overseas selling accounts currently selling with dotCOM registration.

They (the Chinese sellers you refer to) can open a US Bank Account and use an ITIN or EIN in place of an SSN. Most of the sellers you refer to probably already have this in place.
It's not like operating a business in the US as a foreign citizen/resident is something new or exclusive to eBay.
