I was able to crunch some numbers today (yeah, a sale to the USA).
This sample data uses tier 1 rates for Solutions for Small Business (the higher levels have better rates).
Conclusion:
eBay rates via Shippo are best for Small Packet USA
For Tracked Packet or Expedited USA best is Canada Post's Snap Ship for the July 15% bonus discount. Starting August 1 eBay/Shippo will be the best.

I tried Snap Ship tonight, and was unable to print a label after logging in. There was just an endless loop of signing in that i could not pass. SO I had to use Shippo for the first time. It's not hard to use but I'm underwhelmed to say the least.
1. It's ridiculous that an ebay-generated label doesn't automatically upload tracking and designate the order shipped.
2. It's stupid not to be billed for each label as it is created. I don't want to have to wait until my bill for labels hits $100 or whatever nonsense they have set-up.
3. Why was everything pre-filled in inches and USD?
There needs to be some fine-tuning.

Also, it says my label was 'Created July 4'. Today is still July 3 in all parts of Canada so I cannot imagine what they are referring to with July 4. Someone has some explaining to do.

Here it is again. July 4 shortly after midnight according to Shippo. Why do I anticipate this is going to cause me problems with meeting my requirements for same-day handling time? My label shows it was generated on the wrong day.

And what does Canada Post say for time when you plug in the tracking number?
Although it does sound like Shippo's running on GMT.

This is strange... I don't understand why I did not get the same price you did with Shippo last time I tried to print a label to the US. My price was something like $8.04... for a package under 250 grams, about 32x27x1 cm.

Shippo support told me they can adjust my account to metric -- but the question is why this is not a user setable choice for the measurement units.
However, no major surprise, as I think eBay.CA is their first step outside the American safe zone.

Me too. Blocked out of Snap Ship.
We like our online routines to be mindless rote responses so any change feels disruptive, but shippo's not bad after that initial "Yuck" reaction.
For Tracked Packet to the US it was about $1.50 less than the current non discounted PP rate.

Maybe they don't count holidays but use the next day?Try it on a Sunday to see what you get?
I don't use any of them as I am a stamp user and take everything else to my PO. It is a very tiny outlet but if we lose it, will cause major issues as to traveling time. It needs the support

Had a package to ship this morning and I found out why the rate was not the same. I entered a value in the "insurance" section thinking it was like PayPal where you have to specify the value. So the additional $1 was for insurance. So for now, with a difference of only CAD $0.21 between Light and Small packet, I can live with Shippo. 😉

A fluctuating price of a few cents might be a fuel tax shift. Some of the parcel prices include that fuel surcharge but I don't recall which services those might be. ydpc_dennis always knows more about that.

Canada Post fuel surcharges rates did change for the current month on October 2 but went up, not down, for October compared to September. So not likely this is a reason for markiku observation that they went down.
