In my listing I stated that "shipping is NOT available for this item. It is for local pickup only". And, of course, the auction ends and the buyer wants me to ship it to him. For a variety of reasons I cannot ship the item, which is why I listed it as local pickup only. The next highest bidder is willing to and able to pick up locally. What is the procedure for me to get out of this situation with the winner who is pressuring me to ship it?

Cancel as "Problem with Address" and make a Second Chance Offer to the underbidder.
Cancellations have no effect on the bidder, and Problem with Address is not only safe (no Defects) but in this case also true. You cannot ship to him.
Move fast because SCOs are often greeted with suspicion by underbidders. Be straightforward with the underbidder but do not grovel.
Auctions are notorious for non-paying bidders and other problems. There is a plethora of reasons why 85% of listings are Fixed Price.
Also you can block single iDs, entire countries (except Canada) and whole continents.
