I've noticed over the last year an increasing number of listings for the same item showing up from a few sellers that are in poorly translated multiple languages and sometimes currencies.
What tool, or setting is being used for this? Is there a way to ignore these multiple listings when searching as a buyer?
Usually these appear as automatic translations, that are very poor, so I don't see how a seller could benefit from them. I would doubt someone would find an item in one of these translations easier than the original, and they often would not understand the translation from many examples I see. I for one consider them like "spam" and very irritating and skip over them as a buyer.
As a seller, I did not know there was this option, and wouldn't use it for the reasons above.

The easiest way to avoid bad listings (including stupid ones like those you mention and sketchy ones from terrible sellers) is to change your Search from the default Best Match or the popular Lowest Price (plus shipping) to Highest Price Plus Shipping.
It's counter-intuitive, but those garbage listings do tend to be very cheap and poorly made items, if they exist at all, and you can drill down from the highest price to your budget level more quickly than you can slog through the trash.
And of course, the seller does not speak or read the badly translated language and does not know that the translation is risible.
A friend was posting about flooding in Quebec and showed a newspaper headline, which had been automatically translated as "The river is nagging. We can hear it from the house." The actual word used was "grondait", which would have been better translated as "growling" or even "roaring".

These are clearly automatically generated by either eBay or a 3rd party application. I'm wondering what? They are not "junk" listings but often one good one in English replicated in bad German, Italian, Spanish, etc. with poorly automatic translations of the title.
If someone is paying for this as a 3rd party service they are wasting their money!

Many of my searches return the same item but both in French and English and the price may be a few cents different (CAD).
I can see no way to get rid of this nonsense.
