Just received the matching offer email. Approximately 12 hours after it was showing in Sellers Hub. Official start time: Jul 30, 2018 at 10:26pm PDT. So appears eBay mail still is on some sort of tape delay. Definitely much more important to arrive promptly when there may only be a 2 day window for an offer.
